4 strips bacon, chopped
1 pound russels sprouts,
1 large shallot, finely chopped
1/2 cup half-and-half
1 1/2 tablespoons Dijon mustard
1/3 cup grated Parmesan cheese
1 cup white Cheddar cheese, divided
1 teaspoon garlic powder
salt and freshly ground black pepper to taste
